This is what you should have:

[dag@rhun ~]# rpm -q freeglut freeglut-devel
freeglut-2.4.0-7.1.el5
freeglut-devel-2.4.0-7.1.el5

Please stick tothe packages that come with your distribution version if you want to stay away from "bricolage". RHEL5 _does_ come with both.
