You may be hitting this:

You can try the workaround I detail in the bug report.
You might also want to join the fedora-directory-users list; better
FDS support can usually be had there.

Now, My doubt is we succeded in a test environment with the same, with the only diference that we had the same OS in both the server, rest all same. Our servers are perfectly synced with NTP also.
Please help in this scenario..
