First of all make sure you have VNC server installed. (both on Redhat 
and windows) You can download from http://www.realvnc.com/

Then start vncserver and define a port at the time of startup.
On redhat,
vncserver :1
It will start vnc on port 5901. 
Now from windows run the utility vncviewer
Type the hostname with port
hostname:1

To view vnc from windows to linux,
Run command 
Vncviewer 
New windows will popup, enter hostname:portnumber (hostname:1)
