It is not possible to create users based on domains ??

You need to add the domains in virtual-domains file.
And then create aliases for the recipients on your system in /etc/aliases
e.g.

abc@xxxxxxxx    abc (local user)
def@xxxxxxxx    def (local user)

then run newaliases. You are all done.

There are two domain 1.com and 2.com with sendmail.

I need to setup that sendmail should accept both @1.coma and @2.com and

the mail simillarly.
