Wireless Hot Spots & Static IPs?

Do you guys know of any open-source solutions for allowing clients to
connect to wireless hot spots if they have static IP addresses (i.e. if
their NICs are not automatically assigned IP addresses)?  I know there
are some pricey commercial solutions to this IP-spoofing issue, but we'd
prefer open source.
