Generally just copy the existing ifcfgh-eth0 to ifcfg-eth0:1, edit it (be sure to adjust the DEVICE line to reflect eth0:1!), enter in the information you want and you're done. You can test by rebooting or restarting your network services or running the ifup script manually.
