For the NTP server you have to add statements regarding the clients,
such as:

# restrict 192.168.1.0 mask 255.255.255.0 nomodify notrap
restrict 172.17.0.0 mask 255.255.0.0 nomodify notrap

Please man ntp.conf - it's included in the package.
