You might be interested in Yam. This allows you to mirror channels from
RHN so that you have the packages available locally.

On the Red Hat Network Users List, Misa (from Red Hat) meanwhile pointed
me to the outage policy document at
https://rhn.redhat.com/help/outage_policy.pxt. It refers to an Email
Outage List, where outages are announced.
