We have two needs for proxy.

1. Admin Proxy - Very little restrictions, but limited to a few people
2. Gen Pop Proxy - Here we'd like to have a lot of control.  We'd like
to implement ACLs for  URLs (prevent URLs), extensions (prevent .exe
downloads), Keyword block (Pr0n type stuff), etc.

I'll take a look at tinyproxy.
