Hmmmm... on RHEL you do this:
(Unbind your raw1 device first with "raw /dev/raw/raw1 0 0")

edit /etc/sysconfig/rawdevices to be something like
===
#....
/dev/raw/raw1 /dev/sdb1
===

then "service rawdevices start" (remember to chkconfig that service to "on"!)... and "chown oracle:oinstall /dev/raw/raw1"

and try that again
