In /etc/sysconfig/network-scripts
you will see the scripts for starting your network interfaces, ifcfg-eth*
in ifcfg-eth1 the line ONBOOT should be set to no, so it won't start on a
reboot (or rather when networking is restarted).
Then take the interface down with ifdown eth1
