screensaver

Is there a way I can set xscreensaver to ONLY blank the screen after 10
minutes and NOT allow the user to change this setting?

I've noticed several users VNC sessions have screen savers running in
them.  Some of them are displaying moving graphics taking up CPU time.
I want to display these screen savers and only only the screen to be
blanked.  

I looked at the man pages for xscreensaver and it talks about the
configuration file, but doesn't mention how to lock it to 1 setting.
Any help would be appreciated,
