The error is this:

The spec file is pretty straightforward, make and make install, with a few
lines of configuration for other files, but nothing to do with the files
being installed.
The files are a list ending with .php:
Eg.
/usr/local/lib/php/Archive/Tar.php
/usr/local/lib/php/PEAR/Command/Build.php
/usr/local/lib/php/PEAR/Frontend/CLI.php
etc

not AFAIK. Otherwise we'd have an absolute nightmare building RPMs for
anything at all complicated. glibc (on this system) contains over 300 files.
exactly what is the error message you are seeing?
perhaps your %files list (or the whole spec file) might be useful too.
