I don't think thats possible because thats a basic security restriction in
the design of the vsftpd server , that the anonymous user must not have
write access to the root folder.
Is your issue just a matter of "I don't want the anonymous user to cd into
the upload directory" or is it some other technical issue , if its the
latter we can think of some workaround.
