vsftp-anonymous user upload files (already googled three days)

Can anyone here have experiences uploading files as anonymous users using
vsftp(fedora)? I have already googled three days. No answers to solve the
following confliction:
 If we make /var/ftp writtable, then
   "500 OOPS: vsftpd: refusing to run with writable anonymous rootConnection
closed by remote host."
else
   "553 Could not create file."
The only solution comes from an ORACLE handbook.
"*# chmod u-w /srv/ftp
*# mkdir /srv/ftp/pub
# chown ftp:ftp /srv/ftp/pub"
Not workable for us. Any ideas?
