I think I would, at this time, continue to recommend, at least initially, one of the scripting languages as a good place to start learning about writing GUI applications. Certainly after you've developed a prototype, you could then make the determination as to what pieces need to be rewritten in C or C++ for performance reasons. While certainly one could write GUI apps in C or C++, I wouldn't wish that on anyone as a place to start.
