Don't do anything to your dhcp configuration.
Edit squid.conf to add a time-based acl (Search squid.conf for "time")

something like

acl yourdefinition M 08:00-09:00

is a place to start.

You'll also want to check that your gateway/router allows only your proxy access to the web, otherwise clients could bypass the proxy and your rules.
