Packet routing

Hello Gurus,

I have a lan set up in the server room with 

IP address series 172.16.10.1 to 172.16.10.100 
subnet mask  255.255.255.0

But like to have IP address series as 172.16.1.0-100
for first floor, 172.16.2.0-100 for second floor etc
with 
subnet mask 255.255.0.0 (this lan has windows and
linux machines)

Now what routing should be done so that the packets
can go through the these 2 lans ie 172.16.10.0 and
172.16.0.0

does this should be done in switch level
