Are any of the ps environment variables set under the problem user's shell? 

PS_PERSONALITY
CMD_ENV
I_WANT_A_BROKEN_PS
PS_FORMAT
PS_SYSMAP
PS_SYSTEM_MAP
POSIXLY_CORRECT
POSIX2
UNIX95

If so, try unsetting them and trying again with the default behaviour.
