FTP and Linux

Hi all,
 
Another one...
 
Using Redhat8 I configured the system to allow root user to do any kind of
thing ( rcp, ftp, rsh, etc ). Yes, I know the security matter but I have
some tools that need this working and I have no problems with security. I
installed a new box with Enterprise 3 version and I configured to do the
same ( at least I was expecting this :>) )...Well, everything , but FTP, is
working just fine. I double check every configuration file and found
nothing. I know I am missing something but I just can´t find. Can someone
list for me all the files I have to change in order to make it work ?
