restrict a normail unix user from going anywhere

Hi..Is there a way to restrict a normail unix for example unix1 to its HOME directory /home/unix1/
with going anywhere but still allow it to start and stop the some service like apache? 
/etc/init.d/httpd stop/start.  

Or should I say is there a way to restrict a user to only issue certain command like
/etc/init.d/httpd stop/start or NOT ALLOW a user to issue command like "rm" ??
