Power went down on my RH9 system and I lost my usr directory. Is it possible to reconstruct with the lost+found file? It has grown to 16384. Thanks.

What state are you in now? Is the system still down? Have you booted
off of a rescue CD and attempted to fsck the partition?

The system is bookable and I can log in as root, but am unable to use many commands. Going into single use mode, I can vi files. Tried fsdsk on /dev/hda and looks like I've got a bad superblock and no backup blocks. fsdsk mentioned I try e2fsck -b 8193 <device>. I tried this and got the same message.
