Don't just download an arbitrary package found with a search engine. Get
the official Fedora Core 3 package. E.g. with "yum install rpm-build",
which would add any dependencies automatically. You should end up with:

  $ rpm --query rpm-build
  rpm-build-4.3.2-21
  
  $ rpm --query --list rpm-build | grep bin
  /usr/bin/rpmbuild

I don't even know whether you really have an AMD64 system. Just let
Yum fetch the package for you.
