QUEUE problem on RH-E-WS-4

Using RH-E-WS-4 that has kernel-2.6.9-5.EL, I
downloaded and installed iptables-1.3.1 and wrote
a test program to use:
   iptables -A OUTPUT -p icmp -j QUEUE
It stops on ipq_read without detecting pings that I
send it.  Does anyone have any knowledge of this?
I could send the test program if anyone wants to see
it. It follows resommendations given in man libipq.
