No, it won't do that in this case. The manual page contains a hint why it won't work.

Extract from the rpm man page:
use --rebuilddb to rebuild the database indices from the installed package headers.
The headers are obviously in /var/lib/rpm - I guess the file 'Sha1header' is the one in question?
