What I did was unbundle the apache source, and in a peer directory unbundle the mod_perl. Do the make of the mod_perl with "perl Makefile.PL DO_HTTPD=1". It should find the apache source and add the mod_perl accordingly. Then when you make apache, it should include the mod_perl. Worked for me.
