I don't know of anyway to do it easily on the top of my head, you can probably 
script it, but.. 
if the login attempt failed, the user won't get to see the banner anyway. So 
from your original post, you won't achieve your goal this way. Plus, as 
someone else pointed out, mostly the attempts are from scripts. So if you're 
sure they're invalid attempts, I'd just block it using either tcpwrapper of 
iptables.
