A much cleaner and supported method is to edit the ifcfg script

[root@scsftp pub]# grep ETHTOOL /etc/sysconfig/network-scripts/ifcfg-eth0
ETHTOOL_OPTS="speed 100 duplex full autoneg off"

You'll find this is called by /etc/sysconfig/network-scripts/ifup
You will, of course, need ethtool installed.
