are you getting any emails? maybe its not the syslog system, but the mail system. try going into a standard user account, create a .forward file, then as root, sent a mail message to that user. check the destination mailbox to make sure it was delivered. Then check /var/log/messages or /var/log/maillog to see if there are any usefull error messages.
