Type "man issue" and you will see the intent of the "issue" file. While it may not change on the system you are using....it is often edited by sys admins to *not* reveal the version of the SW in use!
/etc/issue is part of the "redhat-release" package as is /etc/redhat-release. That file is generally *not* edited by sys admins.
