mkbootdisk create diskette can not bootup on AS 3.0?

We just installed Redhat AS 3.0 UP4 on DELL server.  I
tested "mkbootdisk" create bootable image to diskette,
but this diskette can not boot successful.  My
procedures are:

# uname -r
2.4.21-27.ELsmp
# ls -al /lib/modules
total 20
drwxr-xr-x    5 root     root         4096 Feb  1
09:15 .
drwxr-xr-x   11 root     root         4096 Jan 27
16:54 ..
drwxr-xr-x    3 root     root         4096 Jan 27
16:40 2.4.21-27.EL
drwxr-xr-x    3 root     root         4096 Feb  1
09:15 2.4.21-27.ELBOOT
drwxr-xr-x    3 root     root         4096 Jan 27
16:40 2.4.21-27.ELsmp

# mkbootdisk 2.4.21-27.ELBOOT
Insert a disk in /dev/fd0. Any information on the disk
will be lost.
Press <Enter> to continue or ^C to abort: 
20+0 records in
20+0 records out
#reboot

boot:
Loading vmlinuz ………………..
Loading initrd.img …….
Boot failed:  please change disks and press a key to
continue


If I create bootable ISO image then it work fine.

Does anyone know why diskette NOT work?
