USB Multitech, Dimension 4700, RH9.0

I've installed RH 9.0 on the Dimension 4700 with an external raid cabinet (SATA Drives dont work to well).  I have solved the network issue without much effort, but I'm having an issue with the USB that is kind of peculiar.  If I hook in the USB Multitech, it may or may not be detected.  If I hook into another port, it usually is detected.  Given the following scenario:

USB Port 1 = A
USB Port 2 = B
USB Port 3 = C

Plug Multitech into A initally, get good link, acm.o loads.  Reseat the cable on the modem, and now only get power light.
Reseat the USB Cable into A and only get power light, no drivers.  Take out of A and plug into B and it gets detected, acm.o loads.
Take out of B and plug into C, get power light, no drivers.  Take out of C and put into A and we have acm.o load.
Take from A and plug into B (which worked 5 mins ago) and we only get power.  Take out of B and plug into C (which did not work a min ago) and now we got full functionality. 

You cannot however go from A (works) to A (only power) to A and make it work, still have only power, but as soon as I plug into another port, it works.



So with that scenario, anybody have an idea?
