His original message said that the service did not start when he
rebooted the machine. AND that he used chkconfig to add the service and
configured which runlevels should start it up.

I would suggest to the OP that you check your rc[0-6].d directories and
verify this script has the proper links. This information should be
verified by the output of 'chkconfig --list netmon'. After that, make
sure the script in init.d has execute permissions (by root), and if it
still doesn't come up at boot time, verify that you can start it up the
way Patrick described above.
