No, the quotas does not depend on the names of folders/files. The system applies quotas according to the identifiers of file's owner user and owner group. The owner group may be not only the primary group of the user who created the file but also any of the groups (the user may change it to any of the groups he belongs to or the group could be inherited from the parent folder).
The file's owner group and user could be seen useinf the 'ls -l' command.

any hints or help to to limit the sum of user quota under the group quota??
