For src.rpms you would need to define the %_topdir macro at least, e.g. with $ mkdir $HOME/rpm $ echo "%_topdir %(echo $HOME)/rpm" > $HOME/.rpmmacros in your shell, before your user could install src.rpm packages into a local directory.
