Are the permissions on their home directories and public_html directories set correctly? What does /var/log/httpd/error_log report? I can browse the /var/www/html directory just fine and have no problem using ssh to connect. Thew problem comes when I add users to the system. Their directories return 404s I have tried adding <Directory /home/*/public_html> AllowOverride All Options Indexes FollowSymlinks Includes ExecCGI XBitHack on order allow,deny allow from all </Directory> right after Document Root to no effect. I also added UserDir "public_html" I feel I am missing something pretty basic.
