I use http://www.pureftpd.org/, it has many options to cofigure, it's really
good.

All of them do.

In command-line mode you add the "-L 21:localhost:21" option to the
'ssh' command, then ftp with "ftp localhost".

(Linux and Windows both include a command-line ftp client in their
distributions.)

For other clients (GUI, ...) use the equivalent commands and options.
