Light the NumLock when I login

As a bad habit caused by the damn WIN, I want the NumLock is on when, or
saying, before login, because I have to enter many numbers as my
accounts and password. The system must be able to do that, as every time
I change the console by ALT+Fn, the state of NumLock changes. How to
control the state of NumLock? I've searched in stty and inputrc, nothing
found.
