/usr/include/sys/quota.h has interface for V1 Quota Format. it uses dqblk structure.

But the kernel of redhat enterprise Linux AS 3.0 does not support V1 Quota format.

It supports V2 Quota format by default. quotactl interface for V2 uses  mem_dqblk structure, which is defined in /usr/include/linux/quota.h.

/usr/include/sys/quota.h seems to have the interface.
