I believe ext3 file size limit is 2TB.

However, your issue could be related to the application the user is
running.
Some apps have trouble dealing with large files. 

Also check the users ulimit (ulimit -a(in bash)) settings, to verify
that his profile is not limiting him.

Quota's would do the trick as well as mentioned below.
