You have to be root first to be able to do 'init 1'. So reboot is the only way in this case, and it will not ask for root password. It's curious that the first few responds was to use linux rescue CD. I never use linux rescue CD except when I need to fix the boot loader, wrong mount point stuff that cause kernel panic (ie, after swapping harddrives), or the system is really messed up that you can't even boot single mode.
