in /etc/ppp/ip-up, and you most likely need it there.
You need iptables to masquerade your private lan to your public, ppp assigned ip address.
What has stopped working/why do you want to stop iptables?

chkconfig iptables off service iptables stop the last command is just to stop it during the current session. The chkconfig command stops it forever.
