No TLS support in RHE 3.0 ES OpenLDAP?

I'm trying to set up LDAP authentication on a fresh install of RH 3.0 ES.
On the other systems I've set this up on (RH < 9.0, Fedora, etc) I need
to add 

TLS_REQCERT allow

to my /etc/openldap/ldap.conf file in order for TLS encrypted connections
to my OpenLDAP server.  This option does not appear to be supported with
the OpenLDAP version in RHE 3.0 ES.  A 'man ldap.conf' on my Fedora boxes
shows the TLS_REQCERT option, but the same command on my RHE 3.0 system
does not mention TLS at all.

Do I need to rebuild OpenLDAP to get TLS support or am I missing something
here?
