I had to install tcl-devel-8.3.5-92 for RHEL 3 in order to get this
library.

Hi,
I don't have the exact setup, but it looks to me like it is provided by 
tcl-devel

I ran this on Fedora 1:
# locate libtcl.so
/usr/lib/libtcl.so
# rpm -q -f /usr/lib/libtcl.so
tcl-devel-8.3.5-93

If you already have libtcl.so you probably just need to create a sym
link:
cd /usr/lib/
ln -s libtcl.so libtcl.so.0
