Please help , already i have feelers on that box . Any genuine ideas please.

i have a client who has an active linux box on dial up .Imagine he has
disconnected his box from the LAN network , stopped squid but still i get
very high ping rates and suddenly low ping rates wen i ping him .He is using
194.168 range of ip's in his LAN . Does this put him on open relay ,and wat
accounts for such varying traffic flows.
My head is cracking. Appreciate yo help
