Help for Bandwidth allotment

Hi!
I am head of computer science department in a private engineering college in Meerut,INDIA offering B-Tech courses. We have internet connection through VSAT. As of date the internet connection is available to all and the result : though we have a 256 KBps dedicated connection yet the speed does down considerably as users start downloading or opening multiple pages! I want to allocate bandwidth to all users, deny services, and monitor bandwidth consumed by each user. Is there a way to get this done in LINUX RedHat 9 ?
If yes then please HELP!!
