It looks like you might be able to update the jar file to do this.  Try
it after you kickstart and see if the right thing happens for a user
that doesn't have a .mozilla directory.

[ewilts@p6000 chrome]$  grep -a 'file:///usr/share/doc/HTML/index.html'
US.jar homePageDefault=file:///usr/share/doc/HTML/index.html
browser.startup.homepage=file:///usr/share/doc/HTML/index.html
startup.homepage_override_url=file:///usr/share/doc/HTML/index.html

[ewilts@p6000 chrome]$ pwd
/usr/lib/mozilla-1.4.2/chrome

Alternatively, it looks like you could just update that index.html file
to do what you want.
