PHP is a scripting / programming language. You cannot have a WYSIWYG for PHP. 
PHP needs to be run on the server side which will, in this case, spit out 
HTML. Quanta is an IDE for PHP/HTML. As I said before Mozilla composer is a 
good WYSIWYG for HTML for quick HTML building. 

Some people (including me) though still more comfortable with terminal based 
editor like vi, or joe, or even emacs, with all the shortcut memorized on the 
finger tip and no need to even touch the mouse :).

Quanta and Mozilla composer are probably the most "user-friendly" PHP IDE and 
WYSIWYG HTML editor out there
