It says "charset", not "package", so choose a non-UTF-8 locale when
starting acroread. E.g. "env LANG=C acroread" or "env LANG=en_US acroread"
hardcode that in the acroread startup script.

Btw, this is a FAQ. You would find solutions very easily by searching
the list archives or the Internet.
