Chile. The shift is at 00:00. Avoid cron jobs from 1 hour before to 1 hour after the shift hour. So if the shift is at 02:00, avoid 01:00 to 03:00. I don't know if there are places elsewhere in the world where the shift is at other hours, but if join the no cron jobs for both your time shift hour and mine, then 23:00 to 03:00 is off limits. Hence, 04:00 is a logical choice for a general purpose distro.
